INGREDIENTS:2/3 c. mayonnaise1/4 c. red wine vinegar1 Tbsp. sliced chives, plus more for serving1 tsp. garlic powderKosher saltFreshly ground black pepper2 lb. Yukon Gold potatoes, boiled, cut into 1" pieces10 slices bacon, cooked, crumbled2 jalapeños, thinly sliced2 c. shredded cheddar
